Move Project Area from one server to another

We are planning to move one Project area from a server in Israel (server1) to our Jazz server in US (server2 below), which is hosting several Project Areas now, no SCM is involved.

The following are the steps we got from https://jazz.net/learn/LearnItem.jsp?href=content/tech-notes/rational-team-concert-1_0_1-server-capacity-problem-workaround/index.html and we just feel that it is not right to follow as it seems to assume that we don't have other Project Areas on the target server2:


On Server2:
Log into the Jazz Admin Web UI
Click the Project Area Management tab.
Next to ProjectArea1 click the icon titled "Find Users not in the Project Area".
Click the Archive All button to archive these users to prevent them from logging into the server and revoke any licenses.
In RTC connect to all projects but ProjectArea1.
Open the project area editor.
Switch to the Process Configuration page.
Right click on the Project Configuration item in the tree and select "Revoke All Actions". Enter a message indicating the project is still located on Server1.
Right click on the Team Configuration item in the tree and select "Revoke All Actions". Enter a message indicating the project is still located on Server1.
Click the Save button.
Open the Team Organization view.
Right click on each project but ProjectArea1 and select the Archive action.


Is it right that we have to :
Archive All users who is not in the new migrated Project Area, which seems to include all exisitng users on our server?

Archive all Project but the new migrated Project in Team Organization view?

Here is the answer I got:
For the repository consolidation, exporting or importing at the project
level would not be supported. We would only support importing an entire
repository. If you have project areas that you didn't want in the
consolidated repository you would need to archive them.
