Rational Team Concert Developer license installation error (CRJAZ1663E)

Hi there.

I'm trying to install a Rational Team Concert Developer 3.0.1 license on Rational Jazz Team Server.

After we browse to select the RTC_Developer_Unlocked.jar file i get this error:

Two policies can only be merged if their operation rules are exactly the same, but the two policies had a different number of rules ID CRJAZ1663E
I attach an image that shows the error details.
What do i have to do to solve this?

Hi Abraham! Thanks for replying.

The technote says:

To resolve this issue,

  1. Navigate to the Rational License Key Center of Passport Advantage and download the correct 3.0.1 Client Access License to import into Rational Team Concert.
  2. The Client Access License will import without error.


I did both things but still having error.

Anything else that you can tell me to do to fix this problem?

The message asociated in the log says:

2013-09-03 11:40:34,015 [         http-9443-Processor19]  WARN com.ibm.team.repository                             - CRJAZ0942I The license key located at "jazz-content://_4BWkoYVEEeC-H6nIGCPtfw" could not be processed.  Examine the nested exception for the cause of the failure.
java.lang.IllegalArgumentException: Two policies can only be merged if their operation rules are exactly the same, but the two policies had a different number of rules

That technote also stated if the licenses still did not import, the issue is addressed in the following defect.
Unable to deploy 10 Free License on RTC 3.0.1 (168958)

The other thing I would check is to see if the box where RTC is installed has a connection to the internet.
