Can not set up local Help - SRVE0295E

Trying to set up local help on a CLM server.
When I try to access:
https://localhost:9443/clmhelp/remote/remotehelp.jsp
or
 https://localhost:9443/clmhelp/updater/updatewar.jsp
I get the error :
Error 403: SRVE0295E: Error reported: 403

However
https://localhost/clmhelp/updater/proxy.jsp
and
https://localhost/clmhelp/index.jsp
work ok

Using CLM 4.0.1, WAS 8.0.5, DB2 9.7
Multiple browsers tried

Unfortunately, I don't know how to solve this issue. Hopefully having the error message will help others assist you.

 Hello Chris,

You will need to access the updater using 127.0.0.1, not localhost. That is, try the following URL:

https://127.0.0.1:9443/clmhelp/updater/updatewar.jsp
