Formal review section of a Test Plan has an option to add an attachment in RQM 3.x?

We would like to know if any one is using Rational Quality Manager v 3.x and you are having an option to add an attachment in the Formal Review Section of a Test Plan.

we do not see this functionality in the current version of RQM v 4.0.1, so we would like to confirm if there was an option of adding attachment in the RQM 3.x.

There is no place to add attachment in the formal review section... pls find the screen shot below
