I am guessing its a design decision in favor of traceability. If you begin allowing the deletion of work items then it will snowball into larger things like gaps in the history due to intentional and unintentional deletions. its similar to why subversion makes it very tedious and non-intuitive to delete and purge versioned items: its not impossible but you should really know what you are doing. In RTC's case, there is the DB repository.
