How do I populate the "?" context help content in RTC?

This example was pulled from https://jazz.net/jazz/web/ for public reference.  Jazz.net has their help content configured to utilize the Info Center, so it doesn't appear that it is the source for this contextual help pop-up.

My question is:  How is this content displayed? How is this content generated?  Can it be customized?  If so, does it allow for HTML or just text?

Hi Joel,

There must be configuration issues with jazz.net so you don't see the context help content. In our environment, this is how we get the context help to work

1. Deploy the clmhelp.war to application server - tomcat or websphere

2. Download the clmhelp package to local (our intranet server) . This is the instruction:
