Hi Liora,

I am only aware of: https://jazz.net/community/ Look into Academics and Open Source users. For more answers, I think they might have to contact IBM directly. Maybe someone else has a better answer.

Another option might be jazz hub, which is free and gives access to RTC - https://hub.jazz.net/
