I have noticed that the links to the 4.0.1 Info Centre are not working and are returning a 503 error.  The specific link I am trying is 4.0.1 CLM Information Centre

The link is fine, but InfoCenter seems to be down.
As the message suggests, it's temporary (let's hope so, anyway).

Our support team for IEHS Infocenters is aware of the problem with the information centers on the pic.dhe.ibm.com server. They have designated it as a Severity 1 issue, and are working towards a resolution of the problem. Sincere apologies for the inconvenience.
