Create lifecycle project using oslc

Hi,

I am new to jazz and oslc. Can anyone tell me if I can create a Lifecycle Project using OSLC or any other way programatically?
If this is already answered point me in the right direction.(Provide URLs)

the following link is not OSLC but rather REST API:

https://jazz.net/wiki/bin/view/Main/LPAAPIExampleClient
