Require Personal Build Before Deliver

I was wondering if there was a way to require a personal build to be successful before someone is able to deliver their code?

 Hi, 
Currently the personal build is not tied to the process framework and their is no existing precondition tying a build success to a delivery. There is an existing enhancement request here Investigate automating gated delivery / precommit build which would of interest you. 

If your intention is to have a green stream, it can be achieved with using the existing Deliver preconditions like "Require Junit Test Run", "Clean Workspace" etc and promoting changes using post build deliver. Refer to the following articles for more information:
