Upgrade to CLM 4.0.2 link is broken

It appears that the below link for upgrading to CLM 4.0.2 is broken as mentioned in the Downloads section in Jazz.net.

This is a general issue, 4.0.2 help is not functioning correctly.
A Jazz.net defect will be open for this.
