How can I import IBM non-functional ID into JTS?

I have several non-functional ids in bluepages. None of these have an email address or user id. Import to RTC fails due to lack of these 2 items. How do I get around this?

User ID is required as the LDAP query will look for a username. Email address won't be an issue (you will get a warning/error, but the user ID will still import).
The only recommendation I would have in this case is to ensure they have user IDs associated.
