Hello Vishnu

We have an equivalent Admin guide (but more elaborate) guide, this can be found in the following URL:
http://pic.dhe.ibm.com/infocenter/clmhelp/v4r0/index.jsp

The same exists for 3.0.1 too:

Hi Vishnu,
https://jazz.net/library/article/832/, which was written for 4.0, states the following:  "Jazz Administration Guide (3.x) - While this was written for 3.x, it provides a template for the important information and tasks that you need to be aware of as a jazz Administrator."  I don't believe there is a guide specifically for 4.0.

Vishnu,

If you are looking for a operational Administration Guide, then go with the https://jazz.net/library/article/543 article, but if you are looking for more of a "How to" guide, then use http://pic.dhe.ibm.com/infocenter/clmhelp/v4r0/index.jsp. I wrote the article because I had Jazz Administrators asking me what type of ongoing maintenance they should be doing, and wanted a list of the important tasks that they should be doing.  This article still holds for v 4.x, Jazz has not fundamentally changed, only added some additional capabilities.

If you are curious about more advanced subjects, like architecture, monitoring and troubleshooting, then you may want to take a look at my whitepaper, out on my blog at Jazz Performance - A Guide to Better Performance, or check out the 7 part series that I did on Jazz performance.
