 Hi Ramakrishna
From a report authoring point of view yes the primary tools typically used are the same : Query Studio and Report Studio. However RRDI is a closed configuration with a pre-defined data model supporting only RM, QM and CCM whereas Insight provides a lot more than just Query Studio and Report studio, including tools to customise the data model and support for more data sources than just CLM.
Take a look at https://publib.boulder.ibm.com/infocenter/rentrpt/v1r0m1/topic/com.ibm.rational.raer.overview.doc/topics/t_gettingstarted.html for the different roles that Insight supports. RRDI only supports Report viewers , Report authors and a subset of the Administrator functions.
https://jazz.net/help-dev/clm/topic/com.ibm.rational.reporting.overview.doc/topics/c_ovr_insight_rrdi.html has a more detailed description of the differences.
