Why can't we create any artifacts in RQM after migrating from 3.0.1.3 to 4.0.1?

We just finished migrating a team from 3.0.1.3 to 4.0.1.  They're using JTS, CCM, and RQM.  In RQM the Create Test Plans, Create Test Cases, etc. options are not available from the top menu.  This was working fine in 3.0.1.3.   I verified they have the Quality Professional and RTC Developer licenses and also verified their Roles can create those artifacts.

Has anyone hit this before or know what the issue is?

We figured it out. Licenses were there but still the 3.0.1 versions.
