VS Client version 3.0.1.X is not able to pick up sandbox changes

Using VS Client version 3.0.1.X against a 4.X RTC Server.
I noticed that VS Client version 3.0.1.X is not able to pick up sandbox changes.

steps I used:
1. Load a workspace and via sandbox explorer opens a file to edit.
2. Open a file in the VS IDE and make a small change to the file, for example add a comment.
3. Save file.
4. Close file in the VS IDE and reopen it from sandbox explorer and see the edit I made, but file doesn't show as an outgoing change in pending changes.

Workaround: perform a refresh of of Sandbox AND Remote changes in order for the file to show as an outgoing change.

Is this a defect?

JAZZ DEVELOPER
No : in 3.x, Pending Changes depends on Visual Studio to inform which files has changes and VS will only detect the changes if the corresponding solution is opened.
The corresponding solution must be opened for enabling the auto tracking of changes.

(this problem does not apply to VS Client version 4.X)
