Preventing mass updates of Category Values

We are on RQM v3.0.1.2.  Is there any way to set the role based permissions so that certain users are not able to make mass updates to the values in the Test Plan/Case/Script categories?  We recently had someone inadvertantly update the category on over 12,000 Test Cases which is causing us to do a restore, and we would like to prevent that from happening in the future.

Thank you for any help you can provide.
