How to identify the Test Suite records deleted at RQM level in RIDW, Is the 'Is Delete' flag is the only key field to identify deleted records?
In that case 'Is Delete = 1' should retrieve records from RIDW which has been deleted at RQM level. But we could see any such deleted records holding that values 1 for Is Delete flag? Can you help me to undestand the ETL 'is Delete' flag population logic or there could be an issue with this field load logic?

yes, Is Deleted means the resource is archived/deleted in RQM.
FM model layer has a filter to control whether to show these type of records, by default this parameter is set to false, means you should not be able to see those records from report.
