Basically why have multiple test script in same Testcase?
RQM's theory of testscript is that it is implementation of the test case. So if you have more then one testscript, it should essentially be because of different script is required for different test environment to test same thing. In that case create TER for each Test environment type and associate default script
However if scripts are doing different thing, then you probably should create different testcase for each script and in case all scripts are related to some theme, you can club together all testcases into Test suite

Your answer gave me some insight and some questions into how to properly use RQM. Are you familiar with Clearquest? We currently use this on our project and features/updates to the system are associated to a "CQ". Our testers then need to completely test this new feature and the original functionality that was touched by this change. Currently we have been associating 1 CQ to 1 Test Case and associating multiple Test Scripts to the Test Case to cover everything that needs to be tested. What I read from your answer is that we should be making 1 Test Suite per CQ and associating multiple Test Cases to cover all the tests needed for the CQ. Is this correct or is there another format we should be looking into since we are working with RQM and Clearquest together?
