Build Forge License key is corrupt or missing

Hi , I had installed the BuildForge 7.1.3 on windows servers 2008 and the DB is SQL server 2008 . I has installed the Floating license type with .UDP with license key administrator wit hpor 27000. But when in the logs it says the license cannot be found and count exceeded.
