Why isn't the Build Forge Agent User Mode install available to other users ?

When installing the build forge agent (7.1.2.2) in user mode it is only accessible and only runs for the user that installed it.  So if a different users logs onto the build server it does not run, it not available and on their start menu and cannot even be run by browsing to the execuable and running it.  The agent is being installed on Windows XP SP2.

Any ideas?

Is the BF agent entered as a service after the install?  Running the bfdispatch.exe should still start the service even if it is not configured to start with a given user.
