Yes. You can mark some work item categories as visible only to members of the associated team. I believe that once a member of the team associates a work item with their restricted (not visible to all) category, others who open the work item will then be able to see the category the work item is filed against.
In the RTC Eclipse client in the Team Artifacts view, right-click on your project area and select Open. Click on the Work Item Categories tab. Here you can associate categories with team areas and uncheck the categories so they will only be visible to members of the associated team.
