I have a member in “Members” list of the team area. He is the Team Lead. Any work item submitted into RTC (belonging to his team area) should trigger an email to the team lead. How can I do this?

Can I set "Owned By" field to user X automatically if the work item getting submitted is for team area A?

yes, you could use a valueset provider script to force the owned by field.  course this will mess up any reporting you might have/want
