Closing a parent only when all children are closed

I'm using RTC 3.0.1 and it looks like a parent can be "closed" while it's children are not. In fact, I don't even get a warning message about it.

Does anyone know how to configure RTC to NOT allow a parent to be closed with open children?

you have to enable the 'All Children Resolved' process advisor in the team configuration..

note that 'depends on' links are still not checked, they are 'advisory only'

I wrote an extension to enforce depends on being resolved as well.
