We are considering deploying distributed source code mgmt on our 3.x deployment.

I found this document https://jazz.net/library/article/535

are there any others?

this really looks like a full server with connected manual source connections
is there a way to prevent workitems on the distributed server? (I think not)

also, when there is this distributed deployment, with a central JTS,
does this consume 2 licenses

You can prevent work items on the distributed server if you remove create work item permission from the project area for all roles.  

This does consume 2 licenses w/ a central JTS.
