Customize users view in RTC

I have customized view for work items using editor presentations earlier.

Similarly, I want to customize the user creation page in RTC.

(Page which appears when we create new user in repository.) 

I read in one post that we can not modify the existing tabs in user creation page,

  but there is mechanism to add new tab in user view and add required functionality.

  Please guide how that can be done OR any resources to refer to.
