Is it possible to calculate progress in Business Need work item type with Estimate\Time Spent attribute?

We have a process template customized from the formal project management template.
We have added the Estimates and time spent to the Business Need Work Item presentation.
But the hours mentioned in this is not used to calculate the progress.
What could be the problem with this.

the problem will be with what all the work item types are marked as Plan Items.
In the Process Configuration tab of project area editor navigate to "Project Configuration" --> "Configuration Data" --> "Planning" --> "Work Item Type Categorization" and you can  find the list of work item types there.
Unmark the work items that are tracked using the hours from this list.
This will solve the problem.

We are using formal template for planning(work breakdown and schedule view).
In our process we would like to use the Milestones as 'Plan Items' and tasks as 'Execution Items'. The business need is we want create Milestones as Parent workitems and tasks as child workitems. Now we want to see the progress of Milestones based on child tasks progress. Just like in scrum User story progress based on child tasks. Please suggest a way how this could be acheived.
