Issue/Error with Plan State Groups

 We are trying to manage the swimlanes in the Taskboard plan view and added two new State Groups, SIT (integration test) and UAT (acceptance test).  We also changed the name of “In Progress” to “In Development”.  We are using RTC 4.0.

We add the State Groups to the Story workflow and appropriate states and transitions assigned to the state groups.  The Story transitions properly to all states.  However we see incorrect and different behavior in the Web and Eclipse Taskboard plan views.

The Web plan shows all the new plan groups, but Stories are always in the Open group.  Changing Story states and refreshing the plan does not move Stories to any other states.  And we cannot manually drag Stories to other states .  The Eclipse client transition properly for Open, In Progress and Done, but does not show any of our new state groups (SIT, UAT).   Also the Eclipse client displays "In Progress" instead of "In Development".  So neither plan seems to work properly for custom state groups.

We assume we are missing something.  Do we need to add the state groups to all work items?  Note we are only testing Stories at this point in the plan and have not added any other work item type.
