Is it possible to track testing progress in RQM from RTC?

RTC has workload management which is not present in RQM.

We want to manage project plans in RTC as it has work load management. RTC will have master plan and development, testing as its sub tasks. We want to create work items for testing sub task and link these work items to multiple TERs in RQM.

Please let me know if this is possible.

I probably think you need to reconsider the approach with align with CLM solution strategy. Customizing RTC for test managment might work in some way but may not scale well as you mentioned above.

Doesn't v4.0 allow for some new test planning based on estimates and such? Can these be tied to RTC?

Yes, RQM 4.0 allows tracking testing based on estimate and time spent similar to RTC but that status does not roll up to RTC. There may be plan in future for common planning, but as of today you can track status within RQM
