Adding Custom Time Zone to Rational Team Concert 3.0.1.2

Team from Beijing - China feels that the available default time zones within RTC doesnt match their requirement and wants to add a custom timezone within RTC which is specific to Beijing - China timezone.. Any idea on how this customization could be done within RTC 3.0.1.2.

I would suggest to create an enhancement request. I am not sure if there is a way to do this.
