Is it possible to change flow target from one Project Area to another Project Area to accept the changes in Rational Team Concert?

Project areas can not be flow targets.
If you meant is it possible to flow changes to/between streams owned by different project areas, yes, that is certainly possible. Please also note that the repository workspace usually used to flow changes to streams is actually not owned by a project area, but by a user. So SCM data is not sealed in a project area.
