How to get RTC license for internal IBM teams?

I thought I can get internal licenses like I did for ClearCase and ClearQuest from Rational License Center but I don't see RTC on the product list there.
So where can I get the licenses for Standard edition of RTC 1.0?

Detailed instructions:
http://w3.ibm.com/software/xl/portal
Click "Software Downloads" on the right (you will have to log in)
Accept the license agreement
Click "Find by Search Text"
click on "Http transfer"
enter "Rational Team Concert"
click Search
Click "Expand all"
Find "... Standard Edition - Server License Activation Kit ..."
At the bottom of the page click "I agree" and "download now"

How do I get the 250 license as I seems only get 10 on the server license kit.

You are restricted to 10 users if you are using a Derby database. You
can use the full 250 users by switching to DB2 or Oracle.

re: DB2. If you use the version of DB2 that is available with RTC standard, it is very easy to install and there are only a few extra bits of config you need to do. If you follow the instructions carefully, it does work very nicely.
