Is the question wrong on the pop-up when executing the Submit-for-review action and there are Unresolved changes?

Hi,
When making 'Submit for review' action on a change-set with Unresolved folder in 'Pending changes',
there will popup window asking if you want to check-in your changes before suspending the change-set.
I think the question need to be: if you want to make a check-in before submit.
Am I wrong?

This has been fixed in RTC 4.0. Submit for review with local changes gives confusing dialog when not suspending the change set. (164527)
