Why am I getting a CRJAZ1316I error when accessing the /jazz/events anonymous feed URL

I've followed the instructions to set up anonymous access to feeds that are in the library of articles (https://jazz.net/library/article/75) with RTC 3.0.1. As well as the instructions in the main document, I've also had updates made to the web.xml file, but I still get errors when trying out the modified URL described in the article. I think there may be a different problem at play, though, and wondered if anyone else had hit it.
I get a CRJAZ1316I error using the URL http://jazz004.hursley.ibm.com:9080/jazz/events?provider=team&project_area=Business+Events+And+Rules&project_area_id=_37OIAGEUEeCVht4GfixAjw&user=breark@uk.ibm.com. The error suggests that the id does not have the correct access to view the feed, but the id does, I can access is via the Eclipse tooling. If I use an invalid id, then the same URL with 'user=bob' will correctly return an error saying that the user does not exist.
Is this likely to be an error with the setup for the anonymous access to feeds, or is RTC handling it incorrectly and not being able to check the user?
