Do someone know if it is possible, in any way, to export Rational Quality Manager incidents to Bugzilla ? Either directly from Rational Quality Manager or through Rational Team Concert ?

I'm not sure what you mean by "Jazz Incidents", but if you are referring to a defect integration it looks like Bugzilla is working to support OSLC. You might want to look into that.
