If a user is an owner, creator, or subscriber of a work item, by default he/she will get emails for all actions except these two: "Subscriber added or removed" and "Owner started/stopped working on the Work Item".
Let's say I do not want owner, creator, or subscriber to receive emails when "Tags added or removed". I also want the default email format to be in HTML.
So how would I go about applying these changes globally, and make this setting the default?
I don't know the answer. I just thought you would be more likely to get an answer if your question was more clear. I suggest that you edit the original question rather than just putting the information in a comment.
