"Artifact Options" not avaliable in RQM 4.0 RC2

Hi all,

Does anyone know how to make the "Artifact Options" be available in a PA created on 4.0 RC2?
We NEED to uncheck the boxes for test artifacts in order to try importing test plans/test cases in "Approved" state from RQM 3.x to 4.0 RC2

In order to allow users to edit approved artifacts in a PA created on RQM 4.0 RC2 we performed the following steps:



1) Created a Process Area (using the "Quality Management Default Process" process template)

2) Followed the steps taken from https://ratsuite179.sby.ibm.com:9445/clmhelp/index.jsp?topic=%2Fcom.ibm.rational.test.qm.doc%2Ftopics%2Ft_allow_approved_artifact_save.html&re=1&scope=null:

2.1. Click the Admin (Administration) icon in the top right portion of the banner and select Manage Project Properties.
2.2. Click Artifact Options.
2.3. In the Enable Locking column, clear check boxes for artifacts to be edited in an approved state.
2.4. Click Save.

Actual Result: "Artifact Options" is not available on the new PA created.
