Hi,
If I create quality managment project I am not able to create any defect / work items using RQM project. What is the use of just by creating RQM project without RTC. In what scenario I shoud use only RQM project rather than using lifecycle project?

You would not install RTC if you don't want to have defects associated with your test assets or if you are using a defect tracking system other than RTC.

For CQ you can see the details in the infocenter here: http://pic.dhe.ibm.com/infocenter/clmhelp/v3r0m1/topic/com.ibm.rational.test.qm.doc/topics/c_rqm_cq_integration.html

For other tools, RQM supports OSLC integrations so it can integrate with any tools which also support OSLC.
