Message indicates error retrieving Lab Management data

We are using RQM v3.0.1.3. We have a particular user who, after logging into RQM and selecting a project, gets the following message:

There has been an error retrieving Lab Management data. Lab Management functionality will not perform correctly. Please log out and try again.

After clicking OK, the user is able to navigate around RQM with no issues. But, after selecting a different project from the home menu, gets this error message again.

Does anyone know what this message means and how to correct it. This user has the same CAL and is a member of the same Jazz security group as all other staff that use RQM, but is the only user that gets this message.

There has been a problem loading the lab resource catalog from the server. This will cause problem if the user uses lab resources or test environments. Have the user try clearing their browser cache to see if the remedies the problem.

We had already tried that suggestion, but it did not help. We cleared the browser cache, closed the browser, and started a new browser session. Upon logging on, this RQM user still sees the message. Do you or anyone else have any other ideas?
