Implement Multilingual in MSP project in RI

I am using RI ( Rational Insight) 1.0.0.2 version so I would like to implement multilingual (in format of UTF-8) concept in MS Project using Data Manager. Here, XML format file is reading using XDC tool which is provided by RI. I would like to know where should I configure for caharset in the XML file or XDC tool. Please let me know if you need any further clarifications. I appreciate the your help in advance.

Sorry not clear, how are you going to use data manager to implement something in MSP?
