Move option missing on outgoing change set files

I have a co-developer who cannot move files from an outgoing change set to a new change set since the move option is missing. When I select a file in an outgoing change set on my workspace, the option is available. I am using 3.0.1 while he is using 3.0.1.3 (these are both Eclipse clients).

Anyone know what may cause this?

The only reason I can see for this is that the change set has been completed and does not allow for any more changes.
