In ClearQuest I can create different forms and attach those forms to actions/state models. As an example:

Submit Form -> Submit state
Assign Form -> Assign state
Other Form -> Validation, Closure, Postponed states

Can the same be done in RTC? Can I create limited Work Item entry
form, or do I have to do some coding on fields for permissions?
