RQM not launching JTS setup page

After configuring RQM 4.0 beta version along with WAS 7.0.0.19 on solaris 10 environment, we get an error when we try to launch the jts admin/setup page. The error reads as follows:

The user ID you logged in with is not recognizable.
If you used the default ADMIN user to log in, you likely disabled it during the setup. Try again using the new admin user you created during the setup.
Try Again

The admin page also shows a similar error as :

Error!
You either did not provide login credentials or your account does not have permission to access the web ui. If you have not logged in, click the button below to reload the page and attempt authentication again. If you are logged in, you will need to close your browser before you can attempt to login as another user.

Can anyone please guide me on my next steps or let me know how to troubleshoot this issue.

The first step is to interrogate the qm.log file at <Install>/JazzTeamServer/server/logs. There may be more detail as to the id failures in there.

Depending on where that leads, the next step is could be anything but it could got as far as starting over with a fresh attempt at install.
