How to create a team invitation for an already created team

My team is already created , I don't want to add anyone. How do I create a team invitation from eclipse or from web client?

JAZZ DEVELOPER
In the rich client open the editor for the appropriate project or team
area. Select the member to who you want to sent the invitation to.
Choose "Invite to Join Team..." from the context menu.

This functionality is not available in the Web UI.

The "Invite to Join team" is disabled. In the admin console I can see that the email is enabled, and going through the setup process, connection to SMTP server was successful.

The action should not be disabled when you open the context menu for
team members in the process area editor as described in my earlier post.
Pls file a work item if you see this. The action is incorrectly
disabled when you open the context menu on team members in the Team
Organization view or the Team Artifacts view (defect 37323).
