It says it have "Save" operation control by role. And also seems to have TeamArea level control.

Read control is at the project level. If you have access to the project, you can read anything in that project. Finer-grained control over read was not included in the 2012 release plan for reasons of (1) level of effort and (2) potential performance impact.
