WAS and DB2 9.5 RTC 1.0

I am unable to get WebSphere 6.1 to connect to DB2 9.5 when accessing the
RTC Web GUI. Here are some of the errors:

1. In the custom setup GUI, when trying to configure database, I get a
grayed out form with Loading Database Connection settings... displayed and
hanging.

2. In the admin panel, under Component Status, I get this message: Error
fetching component information (detailed message: Not Found).

3. In the admin panel under Status Summary I get this message: Status
Summary Error fetching server status information.
Server Status Repository services are not available on the server. Provision
the server to install the repository components.

The database setup for Tomcat connected fine.

I followed the documented instructions and no errors appear in the log.

What is the resolution to this?

Make that DB2 9 Express from RTC Site. This is a RH4 os on the server.
