User without any privileges can still create component?

We are using RTC 3.0.1.2, and found that user without any privileges granted can still create a new component in his workspace, normal behavior?

Yes, any developer can create a private component. There are permissions that control whether a developer is allowed to make a component "public" by changing ownership to be a project or team area.
