Project selection filters across projects

When selecting a link to RTC or RQM too many projects are available to select.
What controls the list of projects available?
I need to limit the selection to only the linked life-cycle projects, not all projects in the database.

Example: if in RRC in project A, the "tracked by" link allows linking to tasks in project B. This shows even if the user is not a team member in project B.
What parameter do I set to limit the selections?

In the RRC V3.x server project area, where members are added there is an at the bottom an association area - the projects linked in this association area should be the same projects that appear in the link dialogue, and indicate the relationship link "ImplementedBy" or "TrackedBy" depending upon the associations created.
