When a team area associated with the WI category was assigned to an archived timeline I am able to upload an attachment to the work item successfully.

I am not able to understand the reason behind this behavior.

Archiving an object makes that object read-only and hidden from most
queries. But it has no effect on other objects that happen to be
linked to that object. So the fact that the work item is associated
with a team area that is associated with an archived timeline does not
restrict write access to either that work item or that team area.
