How RTC decide timestamp for custome attributes?

I created some custome attributes and specified "timestamp" type for them.
I put these attributes on the workitem editor, and it works fine.

Here, I'd like to know how does rtc decide hour and minutes for these attributes.
For example, I could only specify "date" from calender, but after I save the workitem, it shows "2011/10/28 21:00:00" on the query results.
Is there any setting on "21:00:00"?
